Dichiarazione di Valore (DOV)

Gli studenti stranieri che intendono frequentare un corso di studi di livello universitario in Italia devono necessariamente effettuare il “pre-enrollment” sul portale “Universitaly” disponibile al seguente link https://www.universitaly.it/.

Una volta terminata la registrazione, lo studente può iniziare a preparare la documentazione necessaria per richiedere la dichiarazione di valore presso l’Ambasciata d’Italia a Tashkent.  Se l’ateneo in Italia dovesse richiedere certificazione CIMEA si prega di consultare la pagina link

I documenti che dovranno essere presentati per ottenere il rilascio del DOV sono:

  1. Copia del passaporto valevole per l’espatrio.
  2. Application form scaricabile al seguente link
  3. Documento che attesti il “pre-enrolment” rilasciato dal portale Universitaly.
  4. Ultimo titolo di studio in originale conseguito in Uzbekistan/Tajikistan che dovrà necessariamente essere apostillato.
  5. Copia completa del suddetto titolo compreso di apostille.
  6. Traduzione in italiano del titolo di studio.

Gli utenti sono comunque liberi di avvalersi di altri traduttori, assumendosi le responsabilita’ della correttezza della traduzione. Infatti, in caso di traduzioni inesatte, l’interessato dovra’ presentare una nuova domanda.

Dopo aver tradotto i titoli di studio ed essersi assicurato di aver preparato correttamente la documentazione, il richiedente potra’ recarsi presso questa Ambasciata e fare richiesta di dichiarazione di valore allo Sportello Consolare.

Venerdi – Dalle 09.30 alle 12.30 M-Z (lettera iniziale del cognome del richiedente).

Si accettano domande presentate da terzi con copia del passaporto del richiedente principale e delega firmata dallo stesso. Il delegato dovrà presentarsi munito di documento di identità proprio. Fa fede – per entrambe le giornate – la lettera iniziale del cognome del richiedente e NON del delegato (lo stesso vale per le richieste di legalizzazione).

NOTA BENE:

  • IN CASO DI UN NUMERO ELEVATO DI RICHIEDENTI, SI RIMANDERA’ L’APPUNTAMENTO AL SUCCESSIVO MERCOLEDI O VENERDI.
  • Ai richiedenti di DOV verrà assegnato un appuntamento per il visto di studio, qualora ne avessero bisogno, al momento della consegna del loro DOV da parte del personale dell’Ambasciata.
  • La documentazione richiesta per la presentazione della domanda di visto studio e consultabile al link
  • PER COLORO IN POSSESSO DI DICHIARAZIONE DI VALORE RISALENTE ALL’ANNO PRECEDENTE (2024), PER AVERE UN APPUNTAMENTO DI VISTO PER STUDIO QUEST’ANNO, DEVONO OBBLIGATORIAMENTE ESSERSI PRE-IMMATRICOLATI SUL PORTALE UNIVERSITALY PER L’ANNO ACCADEMICO 2025-2026. TALE MODULO VERRA’ RICHIESTO ALLO SPORTELLO AL MOMENTO DELLA PRESENTAZIONE DELLA DOMANDA DI VISTO.

 

DOV (declaration of value) procedure and appointment system for study visas

Foreign students who intend to attend a university course in Italy must necessarily carry out the “pre-enrollment” procedure on the “Universitaly” portal available at the following link https://www.universitaly.it/

Once registration is complete, the student can begin preparing the necessary documentation to request the declaration of value (DOV) issued by the Italian Embassy in Tashkent. If your university in Italy requires CIMEA certification, please consult the link page

The documents to be presented in requesting the DOV are:

  1.  A copy of your passport valid for expatriation
  2.  Your application form, downloadable at the following link
  3.  Your “pre-enrolment” form, downloadable from the Universitaly portal in your private registration area.
  4.  Your original qualifications obtained in Uzbekistan/Tajikistan, all of which must necessarily have been apostilled.
  5. A color copy of the aforementioned qualifications including the apostille
  6.  A translation into Italian of your qualifications.

If applicants decide to use other translators, they do so at their own risk and assume all responsibility for any inaccuracy in the submitted translations. In the event of inaccurate translations, the interested party will have to submit a new application from scratch.

After having translated the qualifications, and ensured that all documentation has been prepared correctly, the applicant may visit the Consular counter of the Embassy at the given times below in order to request a declaration of value.

NEW SCHEDULE FOR CONSULAR COUNTER OPENING TIMES TO THE PUBLIC (from 3/7/2025)

WEDNESDAY – From 09.30 to 12.30 A-L (time slot allocated to those applicants whose surnames begin with any of these letters);

FRIDAY – From 09.30 to 12.30 M-Z (time slot allocated to those applicants whose surnames begin with any of these letters).

Applications submitted by third parties may be accepted but only if accompanied by a proxy letter signed by the applicant himself/herself nominating the delegated person. The delegate must present his or her own identity document, as well as that of the applicant. NB: please note that on both days (Wednesdays and Fridays), the initial letter of the applicant’s surname is the valid one and not that of the delegate (the same applies to requests for legalization).

PLEASE NOTE:

  • IN CASE OF A HIGH NUMBER OF APPLICANTS, THE APPOINTMENT WILL BE POSTPONED TO THE FOLLOWING WEDNESDAY OR FRIDAY.
  • DOV applicants will be assigned an appointment slot for requesting their study visa, should they need it, upon delivery of their DOV by the Embassy staff.

  • THOSE IN POSSESSION OF DOV DATING BACK TO THE PREVIOUS YEAR (2024), IN ORDER TO HAVE A STUDY VISA APPOINTMENT THIS YEAR, THEY MUST HAVE PRE-ENROLLED ON THE UNIVERSITALY PORTAL FOR THE ACADEMIC YEAR 2025-2026. THE PRE-ENROLLMENT FORM WILL BE REQUESTED AT THE COUNTER BY VISA STAFF WHEN THE VISA APPLICATION IS SUBMITTED.
